How do I make a lined pair of shorts or skirt?

DD needs shorts that meet the dress code for school, and she wants me to make them. I have a piece of cotton fabric that she loves, but it really needs to be lined. I have enough of the fabric to do that, but I'm not sure just how to do it. She said if shorts don't work, that a skirt would be fine.
The shorts are just elastic waist shorts, no big deal.

Do I just cut double the pieces, and sew them like they are one piece? Do I make the lining smaller?

When I made my skirt last month, I used the muslin that I really made from muslin and just sewed it (right sides together) to the fashion fabric and left out the facings. I hemmed them separately and didn't catch the muslin in when inserting the zipper, I just turned under the seam allowances and caught in the waist.

Theresa, it's a good idea to cut your lining fabric a little bit larger than your fashion fabric. This allows for movement so the lining doesn't ride up. In pants that I have lined, I attach at the waist band & tack at the hip & knee area in the seam allowance. Each are treated as separate pants with only the waistband in common. They are also hemmed separately.

The last lined childs skirt that i made I just cut 2. Placed the two pieces right sides together, stitched the top and bottom together, leaving the sides unstitched. I then turned the two layers right side out, Then I sewed the side seam together this way. I pinned the fashion fabric right sides together. Then I whipped the linning side seam together. I then measured 1.5 " down from the top and stitched around the skirt. then I stitched .25 " down from the top and used the resulting 1.25" tube for the elastic caseing inserting the elastic at the inside side seam. I measured .25 " up from the bottom of the skirt and topstitched it. Looked pretty good.

For simple elastic waist A-line skirts I just make two and serge them together at the top wrong sides together and turn that down for the casing. of course I only put pockets in the fashion fabric not the lining. And if it heavy fabric you could sew it right sides together, turn it and make a casing by sewing the two together below the waist. I think I'd leave the hole for turning in the top seam just because it would be easier to get the elastic through. And like Marty said give your lining a 1/4 inch or so room to move.

For shorts though I would underline by sewing the lining to the fashion fabric right sides together then make the shorts like they were on piece. I'd make flat fell seams at the inseam and the center seam and serge the sides together rather than press open (I do that on all my pants anyway). And put any pockets on the outside before you sew it to the lining.
If you are using a print be sure it doesn't show through.

That's what I would do. I wouldn't want the lining loose in shorts -- especially if they are really short or tight.

Dorothy, don't you mean sew the fabric wrong sides together for underlining? When I've done underlining I've basted the lining fabric to the fashion fabric wrong sides together and then just treated it like it was a single piece of fabric. Or are you talking about a different technique?
