I don't know about what pattern you would use, but I do know that to make the skirt hem wavy like that, you will have to serge heavy fishing line into it. I use to make waltz skirts and had to add fishing line in the hem of those. Now the fabric that I was using was a satin charmeuse so the weight was much heavier then organza. Hope that helps.

From what I could understand from the photos, it looks like a Tutu with fishing line in the hem to make it wavy. I think any tutorial for a Tutu would work. There are lots of them on http://www.youtube.com so I would just search for Tutu skirt tutorials. Basically, it is layers of tulle ruffled or gathered & sewn into a waistband or onto a bodice with some type of fishingline sewn into the hem.

I purchased a spool of Stren.. (fishing line) .. the cheapest one and it said 7 pound test.. It works great.. Some of that stuff gets really costly..

The dresses you've shown in your link is likely to be more elegant in person than in pictures. My aunt is a seamstress also and she was asked one time a cupcake for 18 participants of beauty pageant for kids. I will post pictures of her creations here so you guys can view them all.
