Thirty Five Percent Stretch

I was reading the Clotilde catalog tonight, and saw a serger pattern that called for a knit with "only 35% stretch across the grain".
I'm not going to buy the pattern, but I started wondering about this. I remember having a thread about this at SWN. Am I thinking correctly that a one inch piece of material should stretch out to 3.5 inches?

No - it should mean that one inch will stretch out to 1.35 inches. This is another reason why metric is so superior to imperial because inches and percentages don't work so well together. I guess you could settle for 1 1/3 inches and it'd be close enough.
