please advise, flounce on peasent blouse.

I am making a peasent blouse for the gypsie costume. What is a good way to add a flounce to the neckline. I think a 3" floounce would be good for starters. The pattern for the blouse has 4 pieces. Front,back, raglan sleeves and is intended to have elastic at the sleeve hems and
neckline. Gotta finish this today. My serger will be singing ass soon as I bathe 2 of the dogs. Should I just go with a pull over top with v neck and raglan sleeves and add the flounce to the neck. The fabric DGD chose is a crep like polyester and seems a little heavy for a blouse with a lot of fabric to it. She wants to wear a waist cincher over it. Gotta finish this today.

I think I would add it before you finish the top edge then when you make the casing for the elastic or tie it will gather along with it!
